Much of the attribute data herein originated from the 'Zoning Datasheet'. The datasheet consists of 5 data sections (as highlighted below) to provide context for each jurisdiction and analysis of its zoning authority and ordinance. Data sources, methods and assumptions are discussed in the section below.
Data collection consisted of four main efforts covering zoning jurisdiction, ordinance collection, ordinance analysis and the inclusion of supplemental data. Overviews of the data collection process for each component is described below: "Zoning Jurisdiction
Zoning authority for each municipality was evaluated by searching public record (e.g., public websites), contacting local municipalities (e.g., township zoning administraters and clerks), utilizing county level master plans and collecting input from experts in the field. Through these various records, local zoning authority was determined and classified accordingly. " "Zoning Ordinance Collection
For each municipality with zoning jurisdiction efforts were made to collect the official, current zoning ordinance. For many municipalities this information is hosted online either through the municipal website or a ordinances ""&""hosting services such as Municode. For other municipalities, zoning ordinances can only be access offline. All available zoning ordinances are provided in PDF format at the link below:" "Zoning Ordinance Analysis
Collected zoning ordinances were searched for mentions of the following phrases: ""Wind"", ""Solar"", ""EVs"", ""Electric Vehicles"", ""Charge"".
Each instance of these phrases was analyzed for its relevance to renewable energy siting and a determination was made on whether or not the mention was in reference to utility-scale or small-scale siting. These determinations were guided by discussions with experts in the field of renewable energy siting. The data collected here may not reflect the intentions of the developers of the zoning ordinances, but rather reflects the analysis of the research team. " "Additional Data
Existing renewable energy projects data was collected from the USGS ""U.S. Wind Turbine Database"" for utility-scale wind energy projects and from EIA 680 for utility-scale solar projects and cleaned by the research team working on this project. Additionally, census data was collection from the American Community Survey and included for each municipality to provide additional research capabilities and context to the datasheet." |
